Three-Step Development Strategy

　　Chinese government has a clear and definite economic construction objective. That is the economic development strategy put forward in 1987: The first step is to double the 1980 GNP and ensure that the people have enough food and clothing. We had already attained the first objective by the end of the 1980s. The second step is to quadruple the 1980 GNP by the end of the 20th century. This was achieved in 1995, ahead of time. The third step is to increase the per-capita GNP to the level of the medium-developed countries by the mid-21st century. Then the people will be well-off and modernization will be basically realized.
