In September of 2006, Donald Tsang, Chief Executive of the Hong Kong SAR, stated that Hong Kong was included in China's National 11th Five-Year Plan in accordance with the policy of "One Country, Two Systems." The plan clearly states that the Central Government will support the development of Hong Kong's financial services, logistics, tourism, and information services, and will maintain Hong Kong's status as an international center of financial services, trade, and shipping. It also calls for strengthening exchanges and cooperation between Hong Kong and the Mainland in every area. The 11th Five-Year Plan represents the Central Government's expectations as well as its support and confidence in Hong Kong.
